Kappy's for Blanchard's, a Taco Bell Cantina on North Street and 429 More Seats at Cisco Seaport: What Is on Wednesday's Licensing Docket
The Boston Licensing Board takes up 23 matters at 10 a.m. Wednesday, from the sale of a Jamaica Plain liquor landmark to a liquor license that would move from an Allston barbecue house to a fast-food cantina at 16 North St. The same morning, a city committee weighs added flammable-chemical storage for a lab at a Fenway address.

The Boston Licensing Board will hear 23 applications and petitions at a virtual hearing beginning at 10 a.m. Wednesday, Oct. 28, according to the board's revised hearing list, which the City Clerk's Office stamped as received at 10:19 a.m. on Oct. 22. The list covers new restaurant licenses, ownership transfers of several well-known bars and package stores, later closing hours, a capacity increase at a Seaport brewery venue and two requests to upgrade beer-and-wine licenses under a state law that took effect last year.
The three-member board is chaired by Kathleen M. Joyce and includes Keeana S. Saxon and Ava C. Concepcion, with Daniel R. Green as executive secretary, according to the hearing list. The board notes on the document that listed matters "may be subject to change without notice" and that items are not necessarily called in the order shown. It advises anyone following a specific case to call 617-635-4170 the day before to confirm it is still scheduled.
The most familiar name on the docket is Blanchard's Liquors at 741 Centre St. in Jamaica Plain. Blanchard's Liquors, Inc. has petitioned to transfer its retail package store all-alcoholic beverages license to JP Kappy's, Inc., doing business as Kappy's Fine Wine & Spirits, at the same location, with Lisa Antoniazzi as manager and an 11 p.m. closing hour, according to the hearing list. The filing describes the store as 6,980 square feet of retail space in one main room on the ground floor of a one-story building, with another 6,980 square feet of basement storage. The petition also seeks a first-priority pledge of the license and inventory to Leader Bank NA and a second-priority pledge of inventory to Blanchard Liquors, Inc.
Universal Hub reported on Oct. 22 that the family that has owned Boston-area Blanchard's stores for generations has been selling them off in recent months, that the West Roxbury Blanchard's is also being bought and renamed Kappy's, and that a Blanchard's in Revere is slated to become a Kappy's as well. The application does not say what will happen to the large neon sign at the Centre Street store, Universal Hub reported.
Further down the list is a petition that would carry a liquor license from Allston to a different neighborhood. Gen Allston LP, which operates Gen Korean BBQ House at 121 Harvard Ave., has petitioned to transfer its common victualler seven-day wines and malt beverages with liqueurs license, and its location, to G.F. Enterprise LLC, doing business as Taco Bell Cantina, at 16 North St. The filing lists Oscar Alvarez Mendoza as manager and a 2 a.m. closing hour. It describes a 3,193-square-foot premises with seating for 37 in the dining area, a bar area, a rear kitchen and a basement used for storage and by employees.
Cisco Brewers, Distillers, Vintners, Seaport, Inc., which operates Cisco Seaport at 85 Northern Ave., has petitioned to increase the licensed capacity of its business from 996 to 1,425, an increase of 429 people. The venue holds what the hearing list calls a 19H combined pouring license for wines, malts and distilled spirits.
Several established venues are changing hands at the same addresses. GTI Properties Inc. has petitioned to transfer the general on-premise all-alcoholic beverages license for The Power Station at 530 Harrison Ave. to SoWa Power Station, LLC, which would keep the name and a midnight closing hour. The filing describes the venue as a 34,464-square-foot event space on three floors with four entrances and nine exits. Fenway Johnnie's at 96-98 Brookline Ave. has petitioned to transfer its license to 98 Brookline Avenue Associates LLC, with a 2 a.m. closing hour and a premises of about 10,000 square feet on two levels. Savin Hill Bar & Kitchen and Ghostpepper Taqueria at 112 Savin Hill Ave. in Dorchester has petitioned to transfer its license to BMG Restaurants, LLC, with a 1 a.m. closing hour.
Three package stores are also seeking transfers at their current locations: Fernandez Wine & Spirits at 1088 Dorchester Ave., which would pass to Sadhima LLC; Commonwealth Market at 1090 Commonwealth Ave., which would pass to 1090 CW Inc.; and the Blanchard's store in Jamaica Plain. Each lists an 11 p.m. closing hour.
Two businesses are asking to stay open later. Flann O'Brien's at 1619 Tremont St. in Mission Hill has petitioned to move its closing hour from 1 a.m. to 2 a.m. seven days a week. A Subway at 981 Tremont St., also in Mission Hill, has petitioned to change its hours from 7 a.m.-11 p.m. to 7 a.m.-1 a.m.
Two restaurants are seeking to convert beer-and-wine licenses into restricted all-alcoholic beverages licenses under Chapter 138, Section 12D of the General Laws: Shy Bird at 201 Brookline Ave. and Balance Patch at 1031 Commonwealth Ave. Section 12D, added by a 2025 state law effective July 1, 2025, lets a licensing authority in a city or town that accepts the section allow a wine and malt beverage licensee to trade in that license for an all-alcohol license. The statute says a license converted this way becomes non-transferable once the all-alcohol license is issued, and that conversions do not increase the total number of licenses a community is authorized to issue.
The docket includes three new applications. Bottega Cannuccia, Inc. has applied for a common victualler seven-day all-alcoholic beverages license at 1448 Dorchester Ave., describing a 1,050-square-foot restaurant with 20 seats, a total capacity of 35 and a 9 p.m. closing time. BB Donuts, LLC has applied for a common victualler license for a combined Dunkin' and Jimmy John's at 2 Sutherland Road in Brighton, also known as 1962 Beacon St., with 30 seats and hours of 4:30 a.m. to 10 p.m. BW Cafe, LLC has applied for a common victualler license for Tradesman Bridge, a 480-square-foot coffee kiosk in a ground-floor lobby at 470 Atlantic Ave.
At the same hour Wednesday, the Inspectional Services Department's Committee on Licenses will hold its own virtual hearing on flammable storage and garage licenses, according to a separate city notice. Its agenda includes a request by ARE-MA No 87 LLC to add storage for a new laboratory at 201 Brookline Ave., the same street address listed for Shy Bird on the Licensing Board docket. The request covers an above-ground diesel fuel oil tank, a 60-gallon diesel day tank on the roof, 1,032 gallons of Class IA flammable liquids, 4,608 gallons of Class IB and IC flammable liquids, more than 12,000 gallons of Class II and Class III combustible liquids combined, 4,300 pounds of flammable solids and 33,400 standard cubic feet of flammable gases. The agenda says the amounts would be in addition to what is already licensed at the address.
The committee will also consider garage licenses at 22 High St. in Dorchester (15 vehicles), 7 Dana Ave. (16 vehicles), 185 E St. (6 vehicles) and 212 Old Colony Ave. (8 vehicles), each measured in gallons of gasoline in vehicle tanks. Its members are Brian Ronan of Inspectional Services, Capt. Shawn Hardiman of the Boston Fire Department and Ed Hesford of the Boston Transportation Department, according to the agenda.
